How does the game distinguish between a Waypoint Hold and Clearance? (ATC-SIM)

Hi Jay - technical question for you: I'm digging around in the game script and I've noticed a flight object doesn't seem to indicate whether it's supposed to be holding at a waypoint or vectoring through it for handoff - it's flight mode stays at 'STACK' and timerMode at 'H'. How does the game know what the aircraft should do?
